2014 Working Conference on Scientific Technology and Quality Work Convened by TISCO

TISCO 2014 Working Conference on Scientific Technology and Quality work was convened on Feb. 28, 2014. The conference was attended by the leaders of TISCO, Li Xiaobo, Yang Haigui, Gao Xiangming, Hou Jinping, Zhou Yizhou, Zhang Zhifang, Wang Xinping, Han Ruiping, Wang Jiguang, Chai Zhiyong, Peng Cungen, Gao Jianbing，Wang Yide, Xie Li, Wang Baidong, and the related persons.
The conference was presided over by Secretary of CPC committee of TISCO, Yang Haigui.
President of TISCO, Gao Xiangming, made the report titled “Create the Lean Manufacturing Culture, Innovate Scientific Technology and Quality mechanism and Enhance TISCO’s Scientific Technology and Quality Level”. The scientific and technical personnel of TISCO were united as one and achieved good accomplishments in production and operation, project construction and technical innovation by overcoming difficulties in 2013. They were mainly embodied in the following: strengthened the technical marketing, innovated the new integration mode of R&D, production, marketing and application, optimized the product structure, yielded good results in the new product development; continuously optimized the burden structure and the processes, steadily improved the technical and economical indexes; successfully put a number of key technological transformation projects into operation and made them reach their design capacity; made new progress in quality improvement, three national standards on stainless steel mainly drafted by TISCO passed the review, TISCO won the Nomination Prize of the First China Quality Award; steadily enhanced the technical innovation capacity of TISCO.
Gao Xiangming deeply analyzed the existing problems and shortages in the current scientific technology and quality work and made arrangements for the 2014 scientific technology and quality work. Gao Xiangming pointed out that, in 2014, we should further create the culture about lean manufacturing and scientific technology innovation, focus on improvement of operational performance and “the quality, cost, customer and social satisfaction”. All levels should establish and perfect the quality management assurance system for the strictly controlled products; quickly improve our competitiveness in scientific technology and quality based on innovation mechanism. The main tasks are: make our best efforts to implement the lean manufacturing and standard operation, significantly improve the product quality by science and technology, speed up the product research and development, continuously optimize the product structure, expand our product application areas, enhance the profitability of the high-end products, strengthen technical marketing and service marketing to seamlessly integrate with the market, energetically reduce the cost by scientific and technical progress to enhance the overall profitability of TISCO, deepen the intellectual property management and strengthen the management of know-how and patented technologies to improve knowledge management of TISCO, further advance “the principle engineers system” and build the training system for the high level scientific leaders in TISCO, promote the commission system based on scientific contribution and performance to mobilize the initiative of the scientific and technical personnel. Gao Xiangiming requested that all the scientific and technical workers of TISCO should follow the example of Comrade Wang Qifeng, collaborate sincerely to overcome the technical difficulties, devote ourselves to our work and make all-out efforts to really improve our product quality and comprehensive competitiveness, enhance our scientific and technical innovation capability and level to support the improvement of our production and operation performance and the implementation of TISCO’s development strategies, and make contributions to TISCO’s development and realize our values and ideals.
Director of TISCO board and President of STSS, Zhang Zhifang, announced the recognition decision. The advanced quality units, the best operator/manager in quality and cost, the key scientific and technological project teams, the excellent six sigma project teams, the scientific research achievements that won the Technology Awards of provincial and ministerial level or above and the scientific and technological achievements that won TISCO Scientific Progress Awards in 2013 were commended at the conference. The conference conferred on the Yuanjiacun iron concentrate application project team, the stainless steel slag hot stuffy technology project team, the chrome steel pickling line project team and the team responsible for the revision of national standards for stainless steel the title of “the Excellent Scientific and Technological Work Team of TISCO”; conferred on Qin Liyan, Guo Yongliang, Li Zhihong and Peng Wenming the title of “the Excellent Scientific and Technological Worker of TISCO”. Zhang Zhifang signed the documents of target responsibility with some responsible persons of the key science and technology project teams, SBU teams and technical marketing teams.
Chairman of TISCO, Li Xiaobo made an important report. He congratulated on the advanced collectives, the advanced individuals and the outstanding achievements honored by the conference, and expressed his thanks for the scientific and technological workers for their positive contributions to the development of TISCO. He hoped that the honored advanced collectives and individuals make still further progress in the new year, play well the exemplary role and make new contributions for speeding up TISCO’s innovation-driven development strategy and making our scientific and technological work even better to cope with the current difficult operation situation of TISCO.
Li Xiaobo put forward new requirements on the implementation of the spirit of the “two conferences” and the improvement of TISCO’s scientific innovation ability. Li Xiaobo pointed out that the scientific innovation ability had become the main driving force of the economic and social development and the competition between countries embodied prominently in the competition of science and technology in today’s world. CPC Secretary General Xi Jinping pointed out that the people will prosper when the science and technology of the country grow and flourish, the country will be prosperous and powerful when the science and technology of the country are strong. The enterprise is a crucial support for the country and people. All the employees of TISCO should fully recognize the critical importance of the scientific and technological innovation, deeply understand the important remark of “Science and technology are No.1 productive forces”, accelerate the scientific and technological innovation and boost our comprehensive competitiveness with high sense of responsibilities and mission to make our due contributions to the realizing of “China dream” of the great rejuvenation of the China nation. Li Xiaobo said that, with the development till today, the iron and steel industry had entered into an era that the steel enterprises do not compete in the scale of production, capital and equipment, but compete in winning the competitive advantages by leading the development of a enterprise through scientific and technological innovation. We should seriously sum up the important achievements and the valuable experience that we have gained over the years in the key products development, the technological innovation in process, energy saving and environmental protection, and improvement of product quality by science and technology; further enhance our self-confidence in scientific and technological innovation, speed up the development of high-end and specialized products, and unswervingly walk towards the blue ocean. Li Xiaobo emphasized that quality was the core element in our strategy, there was no product development without high quality. We should focus on lean manufacturing, effectively raise our quality consciousness, carry out our quality responsibility, strictly enforce the quality standards and the operating procedures, take the customer’s satisfaction as our quality standards, speed up the integration of the marketing with the technology and quickly improve our product quality.
For accelerating the improvement of TISCO’s scientific and technological innovation ability, Li Xiaobo emphasized that we should comprehensively deepen the reformation of the scientific and technological innovation mechanism, uphold the principles of emancipating the mind, further perfect and strengthen the incentive mechanism with greater courage and at a faster pace in order to promote the commercialization of innovations, arouse all the employees’, especially the scientific and technological worker's innovation enthusiasm and potential; accelerate our learning ability, open mind for strategic cooperation, rely on outside intellectual resources to solve the product quality problems, enhance the contribution rate of scientific and technological innovation towards TISCO’s development; strengthen the construction of new culture, vigorously promote the new culture of “feel happy when made innovation, pioneer the use of the advanced technology, occupy the market by new products, encourage innovation, tolerate failure and be against the conservatism”. Li Xiaobo asked all the scientific and technological workers should have high ideals, remember our responsibility, fulfill our mission and integrate our his life pursuit into the cause to realize TISCO Dream, make more contributions for the improving TISCO’s competitiveness and realize our strategic objectives.
Yang Haigui put forward the specific requirements for how to implement the spirit of the conference. First, we should deeply publicize the spirit of the conference. All the departments and units should convey the overall scheme, targets and tasks of the scientific and technological work of ISCO to all employees by diversified means. The news media should start a special column to publicize the typical advanced deeds and experience and create a good atmosphere for all-involvement innovation. Second, we should arouse all the employees’ innovation enthusiasm. All the scientific and technological workers should take the honored advanced collectives and the advanced individuals as examples, strengthen our confidence, brave our responsibilities, cooperate closely in order to form the situation of unleashing our innovative vitality, intelligence and wisdom. Third, strengthen the innovation measures. All the departments and units, especially the technological departments, should combine with the practice, grasp the key links, highlight the important points and detail the measures to ensure the targets and tasks are practicable and effective, and provide strong support for the coping with the serious marketing situation and the successful completion of TISCO’s annual targets.
