TISCO Held Meeting to Call for Strengthened Management of Hazardous Chemicals

Following the massive explosions hit a warehouse at Ruihai Logistics located in Tianjian on August 12, TISCO held a meeting themed with management of dangerous chemicals the next day. All the departments and plants were asked to learn lessons from Tianjian explosions and organize self-inspection and risk elimination. Strengthened measures and responsibility were asked to be carried out to ensure the proper management of hazardous chemicals and sound production activity of the company.
The vice general manager of STSS, Mr. Xie Li, as well as principals from Production Safety Management Dept., Security Department, Energy & Environment Department, Equipment Management Department, Manufacturing and QC Department, Engineering Management Department, and other departments which were involved with the use and management of hazardous chemicals attended the meeting.
It was pointed out in the meeting that, safety was something that we should keep alert to at any second and in any case. We should keep in mind the safe development concept of “people oriented” and “life first”. Production safety should always be on an important position when we talk politics, safety, stableness and livelihood, so as to prevent any massive production accident.
All around and in-depth examining were ordered to rectify and improve the management of dangerous chemicals. Specifically, the production, storage, transportation, trade and use of all hazardous chemicals including coal gas, natural gas, hydrogen, liquid ammonia, compressed air, oxygen, nitrogen, argon, diesel and coal oil should be thoroughly checked in each department and each point for any hidden trouble and potential danger. The sign of potential accident, if any, should be rectified timely.
The meeting placed emphasis on the management of hazardous chemical. Access control and fire control were asked to be carried out strictly. Enclosure management and special personnel were required to the area for storage and handling of chemicals. All-out check and daily maintenance were required for the equipments and safety devices for dangerous chemicals. Standard operation procedures were to be strictly followed during the loading and feeding of dangerous chemicals. More careful examination and monitoring were asked for handling of the chemicals, especially the vehicles, drivers and supercargo, to eliminate any risks.
It was stressed in the meeting that, the base line of safety should be protected through fulfillment of safe production duty, management level obligation, and supervision responsibility. The ability of safe production should be strengthened by controlling the causes. Punishment rules would be carried more stringently to drive the effective implementation of related regulations and measures.
Following the meeting, Mr. Xie Li led the team to have a comprehensive inspection to some vital areas, including the oil warehouse in coking plant, ammonia station and coal gas cabinet in sintering line, oxygen plant, and BOC gas plant. He also raised further requirements in terms of safety management and control during the inspection.
