A Green Development Research Center for Steel was announced to be founded on the date of December 10th. In the foundation meeting jointly held by China Metallurgical Industry Planning and Research Institute and Appraisal Center for Environment & Engineering under the leadership of Ministry of Environmental Protection, the “Green Ratings of Chinese Steel Plants 2015” was released. The meeting was addressed by Yin Rui-yu the CAE academician, Liu Zhen-jiang the Party committee secretary and general secretary of China Iron and Steel Industry Association, as well as Bi Jun-sheng the deputy director-general of Energy-Conservation Department, Ministry of Industry and Information Technology. The rating shows that Bao Steel and TISCO remarkably outperform their industry counterparts and stand out as benchmarks, while WISCO, Hebei Steel, Capital Steel, Shagang, and Angang have better green ratings than average.

This green appraisal is known as the first time for Chinese steel producers that reveals the overall green development of Chinese steel industry. The green evaluation is done in five aspects, i.e. manufacturing, purchasing, logistics, production, and product, and involved with 4 sectors, 14 factors and 28 indexes. Those who achieve high ratings during the evaluation are featured with some common points, for example, all of them release environmental information and environment reports regularly, present their achievements in green development to and accept the monitoring of the public; all of them possess modern facilities, high added-value products, environmental concepts and leading management level; all of them have had a big mount of investment in environment upgrade; all of them have clean workshops and green industry chain.

TISCO, a typical inland-city-located steel producer, achieves outstanding rating due to its early and quick response to green development. Environment protection has always been deemed by the company as a precondition for survival and a foundation for development. Therefore, the company spares no effort to adjust structure, carry out technological upgrade, close outdated facilities, invest on equipment of large-scale, efficiency, energy-conservation, and environment friendliness; it integrates innovative technology into optimized products and forms a green product category which is featured with energy-efficiency and long-lifetime; it leads the industry in circular economy process and technology, which turns the waste into energy and reduces pollution; it utilizes municipal waste water and returns to the city clean gas and heat source; it regularly releases environment data and Social Commitment Report to the public and accepts the supervision from the public.

It is said that this new institute will improve and optimize green rating system for steel producers. It will seek close cooperation with financial organs, set up a link between the green ratings with green finance, and bring more preferential social resources to those steel players who achieve good green ratings, impel the bad rating producers to reform or to quit, so as to dissolve the steel overcapacity.
