TISCO Technology Center comes out in front

National Development and Reform Commission announced recently the elevation result of 1331 SOE technology centers for the year of 2017-2018. TISCO Technology Center is given “excellent” with score 93, ranks 14 nationwide, and tops the national metallurgy industry and Shanxi Province.

For years, TISCO has persisted on independent innovation and committed to develop industry for the benefit of the country. The company has upheld the innovation philosophy of “be glad to see new things, be inspired by new things, and be outperforming with new things”, as well as the innovation culture of “encourage innovation, allow failure, and oppose fogyism”. It has concentrated its effort in high-end products that are badly needed by national construction projects, that are expected to replace import, and that are critical to the upgrade and transformation of downstream industries. It has achieved success in steel for pen nibs, steel for high-speed trains, steel for nuclear power industry, high-end carbon fiber, and other cutting-edge products. At present, the percentage of high-end and special products in TISCO product mix has been continuously boosted, with more than 20 products having the biggest market share in China, and 16 products exclusive in Chinese market.
 
TISCO has deepened the reform and always stressed the build of talent pool. It discovers talents, foster talents, and unites talents in innovation work. The company encourages researchers to explore and to try new things, sets awards policies to stimulate innovative individuals and teams, holds training and competition to promote skills and experience, and establishes platforms for staff to carry out innovation activities. Through all these measures, an “all for innovation” system which is multi-layered, open and all-around is set up. Now, the company has more than 30 innovation studios that cover the company’s main lines, and form a grand innovation team headed by technological pioneers and composed of backbone technicians and workers in front line.
   
TISCO has increased technical research investment year by year and forged a series of first class innovation platforms. Specifically, the nation-level science lab, well-equipped pilot workshop, post-doctor workstation, national key stainless steel material lab, Shanxi province stainless steel engineering technology research center, Shanxi province railway vehicle steel engineering technology search center, Shanxi province carbon fiber and composite material engineering technology search center, all these innovation platforms have been the backbones leading the technology development of the industry. The company has carried out more than 50 programs among “863 plans”, “973 plans”, “science and technology supporting plans”, “national key search schemes under the 13th five-year plan”, and other significant programs of nation level and province level. And the company has received many times the State Technology Progress Prize, and possessed over 800 technology know-how mainly in aspect of stainless steel. Since the 12th five-year period, the company has applied more than 3000 patents, with 70 of which awarded by national and international invention expos. The GB standards on stainless steel dominantly worked out by TISCO have covered more than 70% total national stainless steel production. Due to all these achievements, the company was granted “China Industry Award” and “China Quality Award”, as well as the titles of “Top 10 Chinese Independent Innovative Enterprises” and “Demonstrative Enterprises for Technology Innovation in China”.
 
The evaluation is the first time since assessing rules had been amended to focus more on technology innovation. According to the newly published management method, SOE technology centers may enjoy more favorable policies, e.g. the taxation policy for imported items for R&D use that allows the duty-free items be used by its dependent branches in different locations. And the NDRC will support SOE technology centers in cultivation of innovation capability, industrialization of high-tech, development of strategic new industry, and so on.
