On March 22, the Ministry of Commerce issued an announcement (No. 9 of 2019), which decided to implement temporary anti-dumping measures on imported stainless steel billets and stainless steel hot-rolled sheets/coils originating in the EU, Japan, ROK and Indonesia.
On July 23, 2018, the Ministry of Commerce issued an announcement (No. 62 of 2018), which decided to conduct an anti-dumping investigation on imported stainless steel billets and stainless steel hot-rolled sheets/coils originating in the European Union, Japan, ROK and Indonesia. The investigation agency investigated whether the products under investigation had dumping and the dumping margins, whether the products under investigation caused damage and the extent of damage to the domestic stainless steel billet and stainless steel hot-rolled sheet/coil industry, and the causal relationship between dumping and damage. According to the survey results and Article 24 of the Anti-Dumping Regulations, it is preliminarily determined that imported stainless steel billets and stainless steel hot-rolled sheets/coils originating in the EU, Japan, ROK and Indonesia are dumped. The domestic stainless steel billet and stainless steel hot-rolled sheet/coil industry suffered substantial damage, and there was a causal relationship between dumping and substantial damage.
According to the provisions of Articles 28 and 29 of the Anti-Dumping Regulations, the Ministry of Commerce decided to implement temporary anti-dumping measures in the form of deposit. Since March 23, 2019, import operators will provide corresponding deposits to the customs of the People's Republic of China when importing imported stainless steel billets and stainless steel hot rolled sheets/rolls originating in the EU, Japan, ROK and Indonesia. The amount of the deposit is submitted in accordance with the dumping margin of each company as determined by the preliminary decision of the Ministry of Commerce.
