The 2019 evaluation result of 1,563 national enterprise technology centers was released recently by the National Development and Reform Commission. With a score of 95.3 points, TISCO Technology Center was rated excellent. Its ranking rises from 14th last time to 10th place, being the first both in national metallurgical industry and Shanxi Province area.
Over the years, TISCO has persisted on the innovation concept of “be glad to hear new things, be motivated by new things, and be competitive with new things” and innovation culture of “courage innovation, tolerate failure, and oppose something hidebound”. It has kept close eye on products of high-tech, precision, cutting edge and in pressing demand, made significant breakthrough in specifications and varieties of ultra-wide, ultra-thick, ultra-thin and ultra-flat product. It has successfully developed a number of characteristic products consisted of stainless steel, cold rolled silicon steel, railway steel, high strength and high ductility steel, which are cost-effective, energy-conservative and with long-life span, and substantially support the development of key fields and grand projects of the nation. It keeps growing investment in innovation by rewarding people and team who make outstanding contribution in innovation, binds strategic alliances with more than 40 universities and institutes, establishes 14 integration laboratories and nation-level laboratories, post-doctor working stations, pilot production bases, research laboratories, and sets up the national key lab for advanced stainless steel material, Shanxi province stainless steel engineering technology research center, Shanxi province railway vehicle steel engineering technology research center, Shanxi province carbon-fiber and composite material engineering technology research center and other innovation platforms that owns more than 2700 knowhow and patents regarding stainless steel and special steel. It leads and participates into the draft of national standards for stainless steel, which cover over 70% of total stainless steel production in China. Its fit products are approved by international standards and certification, obtaining the passes to global market. It executes talent strategy, implements the value-oriented contract system for major projects, carries out SBU (strategic business unit) management system, conducts research and development of key varieties and tackles key problems in major projects. In key areas, the chief engineer system is implemented, and activities such as all-staff skill training and technical competitions are carried out to build a platform for innovation. A multi-level, open and full-coverage all-staff innovation system has been formed. A new fashion of "everyone should innovate, everyone can innovate" is taking shape in TISCO.
According to the requirements of the "Measures for the Administration of Accreditation of National Enterprise Technology Centers", the National Development and Reform Commission entrusts a third-party organization to conduct annual reviews of national enterprise technology centers from such indicators as enterprise innovation funds, technology accumulation, innovative talents, innovation platforms and innovation performance. To those enterprise technology centers that are with strong technological innovation capability, remarkable innovation performance and important demonstration function, the state support them with some preferential policies, strengthen their demonstrative position and guide them to continuously enhance their technological innovation capability.
