On May 30, TISCO Group and its publicly listed entity STSS respectively released action plans for peak carbon dioxide emissions and the carbon reduction (hereinafter referred to as "the plan"), which defined the guiding ideology, working principle, action and safeguard measures, and served as a concrete scheme to promote the green and low-carbon development of the company.
The plan of TISCO Group vows to take the socialism with Chinese characteristics in the new era as the guide, to fully implement the spirit of the 19th National Congress of the CPC and all previous plenary sessions, to thoroughly carry out the idea of ecological civilization, to fully, accurately and comprehensively implement the new development concept based on the new development stage, and to build a new development pattern. The plan aims at "becoming the flagship of low-carbon development of the global stainless steel industry", calls for actions as "the leader of the coordinated development of industrial clusters, the pioneer of the popularization and application of advanced materials, the promoter of wisdom to create a better life, and the leader of low-carbon metallurgical science and technology innovation", adheres to the value of “energy conservation, pollution reduction, carbon reduction, greening and efficiency enhancement” in line with the overall deployment of China Baowu, and vows to jointly promote the green and low-carbon development, so as to build TISCO into the most competitive stainless steel industrial chain enterprise in the world and a global stainless steel enterprise that leads the world in low-carbon metallurgical science and technology innovation.
The plan puts forward a green low-carbon development model of "13460" (one low-carbon development center, three low-carbon development phases, four low-carbon implementation steps, six low-carbon development paths, and the zero-carbon goal). The "low-carbon development center" is to establish a low-carbon development system centered on "improving carbon productivity", which aims to build a whole-process carbon control platform applying the intelligent manufacturing control system and LCA life-cycle assessment method to save resources and energy, improve economic benefits, and build an ecological and full industrial chain of stainless steel industry. The "three low-carbon development phases" and "four low-carbon implementation steps" are to promote carbon emission reduction in an orderly manner, i.e. three stages of "practicing for five years, looking forward to ten years, and imagining for fifteen years", as well as the four implementation steps of "carbon peak, steady decline, deep decline and carbon neutrality". The "six low-carbon development paths" are process optimization and reengineering, structural adjustment to extreme energy efficiency, creating a beautiful life with fine products, integration and coordination of production and city for carbon reduction, diversified development with resource guarantee, and technological innovation under guidance of low carbon.
The plan proposes to consolidate fundamental capability, strengthen the cultivation of professionals in the field of carbon emission, and comprehensively improve the energy-saving and low-carbon capacity. It addresses the necessity of improving the low-carbon management system, establishing and improving various management systems and evaluation systems of carbon emission management, and standardizing the basic work of carbon emission. It encourages the development of scientific and technological innovation, and calls for every effort to build a technological innovation R&D system with collaborative innovation, value creation and lean operation. It vows to strengthen the guidance and leading role of industrial policies, and to guide the scientific and standardized development of enterprises.
The plan proposes that the organization and leadership should be strengthened, the "big boss" responsibility system should be improved, the implementation plan of peak carbon dioxide emissions and carbon reduction action should be formulated, the division of tasks should be refined, and supportive measures should be formulated to form joint efforts. It is necessary to strengthen publicity and guidance, popularize basic knowledge, strengthen the awareness of low-carbon development among all employees, and advocate green and low-carbon production and lifestyle. It is necessary to strengthen the accountability of assessment and promote the implementation of various tasks.
