NPC Deputy Li Xiaobo: make innovative talents own fixed property and be perseverant

 

On March 5, Li Xiaobo, a National People’s Congress deputy and the Chairman of Taiyuan Iron & Steel (Group) Co., Ltd, was impressed by the 2017 Government Work Report. He pointed out that the work report put forward a series of new requirements and new measures for speeding up the implementation of innovation-driven development strategy and words such as science & technology, quality and brand were mentioned many times. “What’s said in the report is great, and I totally agree.” He added.

 

 

In 2016, Taigang Group achieved technological breakthroughs. The news, that China-produced ballpoint pen tips will hopefully replace imports, triggered a wave of “Like” on internet. “The SOEs shall stand out to crack hard nuts at crucial moment”, Li said. Innovation is the primary driving force of development. As the subject of innovation, the enterprise should volunteer to shoulder the responsibility of making innovation. We shall “welcome any innovations, then be motivated by them, and finally obtain achievements through them”. Moreover, we shall accumulate strength for abrupt rise and make up weakness of “made in China” to develop high-end products which is unique, advanced and can replace the import, with courage, ability and skill of innovation.

 

For the issue that dominating effect of innovation is not stressed enough in some enterprises, Li suggested that we shall comprehensively deepen reform to make enterprise become leading force of integrating innovation-related factors. We shall be cooperative to support a favorable innovative environment by constructing various financial tools, to help enterprise disperse innovation risks. We shall establish and improve high-efficiency risk investment market to activate innovative vitality and S&T achievements transfer efficiency of medium, small and micro enterprises.

 

 

Talent is the fresh resource of innovation. Enterprise shall put effort in cultivating an S&T talent team with global vision. Entrepreneur is the organizer of innovation and pushes it forward, playing a leading role in innovation, and high quality skilled worker is the mass base for innovation. As an old Chinese saying goes, “to do good work, must first sharpen his tools”, a far-sighted enterprise shall invest more in innovation.

 

Li suggested that we shall cultivate vigorously innovation culture and advocate innovating by knowledge to make innovation be a voluntary consciousness. We will award innovative talents based on their quantitative contribution values to allow innovation fruits valued and make them own fixed property and be perseverant, which allow them devote themselves to innovation. Besides, we will intensify intellectual property protection to create a favorable legal environment in which loving China-made goods and refusing counterfeit and inferior goods will become consensus. 

 

Li pointed out that, in general, we are not short of technology, talent and capital; we do lack of the mechanism that can integrate all these innovation-related factors. What we need to do is to ignite the innovation engine with igniter of reform, to force reform reversely by market system and to remove the obstacles on the way of reform, allowing the enterprise to be the subject of “I want innovation”.
